Install  float switch to indicate water levels. Connect it to SMS and receive notification if switch triggers.

Install in river to indicate if level rises suddenly or in water tank or reservoir.

Use SMS system to send text message to start a pump, if reservoir is low. Yes, this proces can be automated via SMS. The reservoir can SMS the pump to switch on or off once desired level is reached.
